This bill establishes the Texas Division of Emergency Management (TDEM) Hill Country 2025 Flood Response Grant Program, which aims to help local governments improve their emergency communication capabilities. The program will provide grants to local governments to purchase interoperable emergency communication equipment, construct communication infrastructure like radio towers, and cover training expenses for first responders. To be eligible, local governments must submit a proposal to TDEM and comply with the division's established rules.
