This bill requires the Texas Division of Emergency Management (TDEM) to develop a comprehensive guide for civic, volunteer, and community organizations on preparing for and responding to flooding disasters. The guide must cover critical aspects such as understanding the community impact of floods, best practices for community engagement, strategies for minimizing casualties, coordinating access to various support services (including trauma, acute, long-term, and spiritual support), long-term recovery and community resilience, communication coordination, training and preparation resources, and methods for preserving community cohesion after a disaster. TDEM will collaborate with the state department and emergency management council to create this guide, and they may also seek advice from local governments, civic organizations, volunteer groups, and community leaders. The guide must be posted on TDEM's public website by April 1, 2026, and the bill will take effect 91 days after the end of the legislative session. The goal is to provide a comprehensive, practical resource to help communities better prepare for and respond to flooding events.
