This bill amends the Human Trafficking Resource Center Notice Act to require that the mandatory human trafficking awareness notice include two specific images of the "Signal for Help" hand signal. The first image will show an open palm with a tucked thumb, and the second image will show a trapped thumb with a closed fist, each with descriptive text. The existing notice, which must be at least 8.5 by 11 inches and written in 16-point font, already provides critical information about the National Human Trafficking Resource Center hotline, including its 24/7 availability, toll-free status, multilingual support, and confidentiality. The bill maintains the current requirement that the notice be printed in English, Spanish, and a third language most widely spoken in the county as mandated by the Voting Rights Act. The new requirement to include the Signal for Help hand signal images aims to provide a visual communication method for potential human trafficking victims to discreetly signal for help, particularly in situations where verbal communication might be dangerous. The bill will take effect on January 1, 2027, giving businesses and establishments ample time to update their posted notices.
