This bill provides a supplemental appropriation of $3,500,000 from the state general fund to the Department of Treasury for a statewide talent acquisition and training program targeting local government operations. The bill requires the Treasury Department to contract with a qualified accounting firm that is licensed in Michigan, registered with the SEC and FINRA, and has physical locations across at least 8 of Michigan's 10 prosperity regions. The program will provide classroom and on-the-job training for staff, develop standardized operational procedures, and offer technology solutions for finance, HR, and IT networks. The contract will reimburse the accounting firm for actual expenses plus 15% for indirect administrative costs. The project is designated as a work project, meaning unspent funds can be carried over until the project is completed, with a tentative completion date of September 30, 2029. Local units of government, including cities, villages, townships, counties, and various local agencies and authorities, will be eligible to benefit from this talent acquisition and training initiative.
