This bill establishes the Commercial/Industrial Rooftop Solar Program in Pennsylvania to encourage solar energy generation on non-residential building rooftops. The program requires electric distribution companies (EDCs) to pay solar project generators the full value of electricity they export to the grid, calculated using the EDC's standard commercial customer rate. Projects can be up to 3 megawatts in size, do not need to use the electricity on-site, and can include multiple installations on the same or adjacent properties. Solar project generators are eligible to receive and sell alternative energy credits and must follow existing interconnection procedures. For projects over 1 megawatt that export electricity and receive program compensation, prevailing wage rates must be paid to workers. The bill allows existing solar projects to continue under previous net metering rules or join the new program. The Pennsylvania Public Utility Commission must establish application processes, approve projects within 30 days, and create implementing regulations within 180 days of the bill's effective date, which occurs 60 days after passage.
