This bill modifies the distribution of recreation passport fee revenue in Michigan, introducing a new participation rate-based approach to allocating funds. If the participation rate (the percentage of registered vehicles paying the recreation passport fee) is less than 55%, the revenue will be distributed with 80% going to state park capital improvements, 30% to state park operations and maintenance, 2.75% to state park cultural and historic resources, 0.25% to promoting state parks and online services, 10% to local public recreation facilities, and 7% to forest recreation accounts. The bill will take effect on October 1, 2026.
