This bill amends the Implementing Recommendations of the 9/11 Commission Act of 2007 to establish and codify the Transportation Security Administration's (TSA) comprehensive responsibilities for pipeline security, specifically focusing on protecting pipeline transportation and facilities from cybersecurity threats, terrorism, and other security risks. The bill requires the TSA Administrator to develop and update security guidelines in consultation with federal, state, local, tribal, and territorial entities and stakeholders, following the National Institute of Standards and Technology's Cybersecurity Framework. The TSA must also promulgate security directives, share relevant information with stakeholders, assess and inspect security implementation, identify and rank security risks, and conduct inspections of critical pipeline infrastructure. Additionally, the bill mandates that within 180 days, the TSA Administrator develop a personnel strategy that includes an assessment of cybersecurity expertise needed, a plan to expand such expertise, and a review of necessary resources. The bill also requires biennial reporting to congressional committees and mandates a Government Accountability Office (GAO) review within two years of the Act's enactment to evaluate its implementation, ultimately aiming to enhance the protection of pipeline infrastructure against evolving security threats.
