This bill amends the Implementing Recommendations of the 9/11 Commission Act of 2007 to establish and codify the Transportation Security Administration's (TSA) responsibilities for securing pipeline infrastructure against cybersecurity threats, terrorism, and other security risks. Specifically, the bill requires the TSA Administrator to develop and update security guidelines in consultation with federal, state, local, tribal, and private sector stakeholders, following the National Institute of Standards and Technology's Cybersecurity Framework. The TSA must create security directives, share relevant intelligence and information, assess and inspect pipeline security policies and practices, identify and rank security risks, and conduct inspections of critical pipeline facilities. The bill also mandates that the TSA develop a comprehensive personnel strategy within 180 days, including an assessment of necessary cybersecurity expertise and resources, and requires the Administrator to report to congressional committees on pipeline security activities at least every two years. Additionally, the bill calls for a Government Accountability Office (GAO) review of the Act's implementation within two years of enactment and requires the TSA to convene an industry day within one year to engage with pipeline stakeholders on security matters.
