This bill modifies the existing school code to update how school districts can borrow money and issue bonds for technology-related purchases and improvements. The bill broadens the definition of "technology" to include a wider range of technological resources such as cloud-hosted software, technological infrastructure, software licenses, cybersecurity services, and relevant consulting services. It removes previous restrictions on borrowing for technology, such as prohibitions on purchasing software upgrades, media, training, and consulting services. The bill now allows school districts to issue bonds for purchasing technological equipment and services, but still prohibits using bond funds for certain consumable items like ink, toner, batteries, and device repairs outside of warranty. School districts are still required to conduct an independent audit of their bonding activities within 120 days of completing projects financed by these bonds, and residents retain the right to sue to enforce these provisions. The changes aim to provide school districts with more flexibility in financing technology-related investments while maintaining financial accountability.
