This bill amends the Department of Agriculture Reorganization Act of 1994 to establish an Office of Biotechnology Policy within the U.S. Department of Agriculture (USDA). The new office will be led by a Director who reports directly to the Secretary of Agriculture and will have broad responsibilities for coordinating biotechnology-related activities, including research and development, communication and education, regulation and labeling, and commercialization and trade. The office will assist other USDA departments in biotechnology matters and provide leadership in coordinating activities with other federal agencies like the Environmental Protection Agency (EPA) and Food and Drug Administration (FDA), as well as state agencies. The office is also required to consult with biotechnology developers, academics, agricultural producers, and other stakeholders potentially affected by biotechnology-related activities. The bill aims to prioritize biotechnology in the Department by creating a centralized office to more effectively manage and coordinate policies and activities related to emerging biotechnological fields such as synthetic biology and biomanufacturing.
