This bill modifies Pennsylvania's abortion informed consent requirements by expanding the information physicians must provide to patients at least 24 hours before an abortion. The bill mandates that physicians or their qualified agents must inform women about specific medical risks associated with the abortion procedure, the probable gestational age of the unborn child, and the medical risks of carrying the pregnancy to term. Women must now receive an ultrasound at least 48 hours before the abortion, with the opportunity to view the fetal image and hear the heartbeat, and must certify in writing that they were offered this opportunity. The bill also requires physicians to provide information about medical assistance benefits, paternal child support, and free ultrasound services. Additionally, the bill requires the Pennsylvania Department of Health to create educational materials and a video describing abortion laws, medical conditions threatening pregnant women's health, and treatment standards, which must be made available online. The materials must be developed in consultation with the Attorney General and medical and legal experts. The bill aims to enhance informed consent by providing more comprehensive information to women considering abortion and clarifying medical treatment standards. The changes will take effect 60 days after the bill's enactment.
