This bill amends the Pennsylvania Safe Drinking Water Act to add new definitions and provisions related to abortion drugs, specifically focusing on their disposal and environmental impact. The bill defines "abortion drug" as a medicine or substance used to intentionally terminate a pregnancy, excluding contraceptive medications, and establishes strict regulations for manufacturers. It prohibits any person from introducing abortion drugs into wastewater, public water supplies, or water systems, and places significant liability on drug manufacturers for potential environmental contamination. Manufacturers are now required to ensure proper disposal of abortion drugs and are strictly liable for cleaning up and remediating any endocrine-disrupting chemical byproducts that may enter water systems, including those resulting from at-home abortions. If a specific manufacturer cannot be identified, liability will be apportioned among all abortion drug manufacturers based on their national production share. The bill includes provisions for the department to fine manufacturers for violations, with the fine amount determined to be sufficient to deter future infractions. The new regulations will take effect 60 days after the bill's passage.
