This bill establishes an Office of Young Americans within the Executive Office of the President, led by a Director appointed by the President who will focus on issues primarily affecting Americans aged 18-40. The Director's key responsibilities include identifying and advising the President on critical issues such as employment, education, mental health, housing, and climate change, as well as serving as the principal advisor on youth engagement in the federal government. The office will strategically coordinate across federal agencies to improve youth involvement, leverage technologies, and develop workforce skills. The Director will be a member of the Domestic Policy Council and will be required to consult with various stakeholders including state, tribal, and local governments, industry, and academia. Additionally, the bill mandates that the Director submit preparedness outlook reports to the President and congressional committees at least every five years, detailing issues affecting young Americans and providing recommendations for addressing them. The office will have a small staff with limited positions and the ability to use federal agency resources, and the Director will be compensated at a rate equivalent to level II of the Executive Schedule, with an optional Associate Director position also authorized.
