This bill requires legislative oversight of utility rate increases by mandating that any rate or charge increase approved by the Public Service Commission (PSC) must be reviewed and approved by the state legislature through a concurrent resolution. Under this proposed law, when the PSC approves a rate increase, it must notify the governor, senate president, assembly speaker, and the public within 24 hours. The legislature will then have 60 days to review the increase and can choose to approve, modify, or rescind it through a concurrent resolution. Additionally, the bill allows the legislature to review and potentially modify rate increases that were approved by the PSC in the 12 months prior to the bill's effective date. This legislation aims to provide more democratic control over utility pricing by giving the elected representatives the power to scrutinize and potentially block rate increases that might otherwise be unilaterally decided by the regulatory commission.
