This bill amends the arts and cultural affairs law to require professional sporting venues that have received or were constructed using public funds to offer a 50% discount on general admission tickets to New York state residents. Venues can develop their own rules for implementing and enforcing the discount, including verifying residency through documents like New York state driver's licenses, learner permits, non-driver ID cards, passports, or IDNYC. For minors without identification, a parent or guardian's proof of residency will be acceptable. The bill encourages venues not required to provide a discount to do so voluntarily and allows venues to offer discounts greater than the mandated 50% or provide discounts on premium tickets, upgrades, and other charges. To prevent venues from circumventing the intent of the law, the bill prohibits raising ticket face values above fair market value or implementing surcharges related to the discount. The new law will take effect 90 days after it becomes law, aiming to make sporting events more affordable and accessible to New York state residents.
