This bill directs the Chairman of the Joint Chiefs of Staff to conduct a comprehensive feasibility study on integrating emerging biotechnology applications into military wargaming exercises. Specifically, the study will examine biotechnology's potential military uses, including enhancements that could improve warfighters' cognitive and physical performance, biotechnology-enabled chemicals and materials that might provide strategic battlefield advantages, and potential military biotechnology applications beyond traditional biological weapons. The Chairman is required to consult with combatant command commanders and other Department of Defense stakeholders to identify recent biotechnology advancements. Within 180 days of the bill's enactment, the Chairman must submit a detailed report to the Senate and House Armed Services Committees, which will include recommended modifications to wargaming exercises and potentially a plan for regularly updating these exercises to keep pace with biotechnology advances. The bill defines a "wargaming exercise" as a military exercise designed to test or improve tactical expertise, including the Globally Integrated Wargames, and aims to ensure that U.S. military planning and training remain adaptive to emerging technological developments.
