This bill directs the Under Secretary of Defense for Research and Engineering to develop and publicly release guidance within one year that helps private companies demonstrate how their biobased products meet Department of Defense (DoD) requirements. A biobased product is defined as a product manufactured, produced, or developed through the application of living organisms to alter living or non-living materials. Additionally, the bill requires the Comptroller General to conduct an analysis of the DoD's product requirement development process to determine if these processes unintentionally exclude biobased products. If such exclusion is found, the Comptroller General must submit a report to congressional defense committees within one year, including recommendations for reducing these barriers. The goal of this legislation appears to be promoting the integration of biobased products into DoD procurement and supporting innovation in bio-based manufacturing by providing clear guidance and identifying potential systemic obstacles.
