This bill creates the Michigan National Guard Child Care Assistance Program within the Department of Military and Veterans Affairs to provide financial support for child care to eligible National Guard members. An "eligible member" is defined as a National Guard member currently in active service, not absent without leave, and meeting additional criteria set by the Adjutant General. Eligible members can apply for child care assistance if they are either a single parent or have a spouse who is also a National Guard member. The program will provide a stipend for child care expenses, determined annually by the Adjutant General, covering up to 12 hours of child care per day during weekend drills and annual training, with a maximum of 39 days of assistance per year. The child care assistance will be funded through the Michigan National Guard Member Benefit Fund, and the Adjutant General will be responsible for administering the program, approving applications, and establishing the specific rate of assistance. The bill also allows the Adjutant General to create rules for implementing the program and is contingent upon the passage of two related bills (Senate Bill 542 and House Bill 4962).
