This bill amends the Omnibus Public Land Management Act of 2009 to introduce new provisions for managing urban canals that are considered critical infrastructure. Specifically, the bill defines an "urban canal of concern" as a canal reach where a potential failure would put more than 100 people at risk, as determined by the Secretary of the Interior. The legislation authorizes the Secretary or a canal operating entity to perform extraordinary operation and maintenance work on these urban canals of concern. Under the bill, the federal government will cover 35% of the total costs of such maintenance work on a non-reimbursable basis, with the remaining costs to be advanced by the Secretary and later repaid by the canal's operating entity. Additionally, the bill allows any reimbursable funds used for these maintenance projects to be considered a non-Federal source of funds for the purposes of federal grant cost-sharing requirements. These changes aim to improve the safety and maintenance of critical urban canal infrastructure by providing a clear framework and financial support for necessary repairs and upgrades.
