This bill directs the Secretary of Commerce to produce a comprehensive report on semiconductor manufacturing and research strategies within 240 days of enactment. The report must identify critical inputs for semiconductor technologies, including manufacturing tools, software, processes, minerals, gases, and supply chains, while analyzing trends in offshoring and reshoring of semiconductor-related activities from 1990 onward. The Secretary must examine the economic, national security, and geopolitical implications of semiconductor manufacturing shifts, including the impact on U.S. allies, adversaries (specifically naming China, Russia, North Korea, and Iran), and geopolitically vulnerable markets like Taiwan. The bill requires the Secretary to recommend strategies for discouraging offshore manufacturing, increasing domestic semiconductor production through tax incentives and subsidies, strengthening U.S. technological competitiveness, and improving governmental oversight of foreign acquisitions of domestic semiconductor assets. The Secretary must submit this initial report to Congress and publish it in the Federal Register, with subsequent annual reviews to determine if the strategies remain current. The bill explicitly prohibits including personally identifiable information about foreign nationals or officials in the report and mandates consultation with other federal agencies during the research process.
