The Secretary must assess the implications of offshore AI development on national economy, national security, US allies and adversaries, and geopolitically vulnerable markets like Taiwan. The bill mandates identifying strategies to disincentivize offshore AI research, strengthen domestic AI development, and improve governmental oversight of AI technology acquisitions. The report must be submitted to Congress and published in the Federal Register, with subsequent annual reviews to determine if strategies remain current. The bill defines "critical AI technologies" broadly, including hardware like semiconductors, processors, and software frameworks, and establishes that "foreign entities" are organizations primarily based outside the United States. Importantly, the report is prohibited from including personally identifiable information about individuals.
