This bill amends Michigan's Occupational Code to allow cosmetology students and apprentices to perform shampoo services in cosmetology establishments without a full cosmetology license, under specific conditions. For cosmetology students, they must be currently enrolled in a cosmetology school, have completed at least 350 hours of instruction, and obtain a written verification letter from their school detailing their enrollment and progress. Similarly, cosmetology apprentices can perform shampoo services if enrolled in an apprenticeship program conducted by a cosmetology establishment owner and have completed the same 350 hours of instruction. Cosmetology establishments employing these students or apprentices must maintain detailed employment records for at least three years, ensure a licensed cosmetologist is present, and restrict the student or apprentice to only performing shampoo services. The bill defines "shampoo services" as preparing a customer for a shampoo, shampooing, or blow-drying a customer for a licensed cosmetologist. Students and apprentices can continue performing these services up to 30 days after their scheduled graduation date. This legislation aims to provide practical training opportunities for emerging cosmetology professionals while maintaining safety and professional standards.
