This bill amends the Public School Code of 1949 to strengthen seizure recognition and first aid training requirements for school personnel. Starting in the 2025-2026 school year and every two years thereafter, school nurses will now be required (instead of merely allowed) to complete a Department of Health-approved online or in-person training course about managing students with seizures, which includes information on seizure recognition, seizure action plans, and related first aid. Similarly, other professional school employees who have direct contact with students will now be required (rather than just permitted) to complete a training course about seizure awareness, recognition, and first aid. The bill also explicitly clarifies that these new requirements do not create additional civil liability for school entities or employees, and that existing good Samaritan and emergency care civil immunity protections will apply to school employees providing treatment to a student experiencing a seizure, as long as they act consistently with the school entity's established policy. The legislation will take effect 60 days after its enactment.
