This bill introduces new regulations for animal testing facilities and research institutions regarding nonhuman primates, which are defined as all non-human members of the primate order. The legislation requires that any animal testing facility that no longer needs a nonhuman primate must carefully consider its future care, specifically by offering the primate for release to a certified sanctuary (defined as a facility fully accredited by the Global Federation of Animal Sanctuaries). While the facility must make reasonable efforts to find a sanctuary home for the primate, the sanctuary is not obligated to accept the animal. Additionally, the bill mandates that higher education research facilities receiving public money or collaborating with such facilities must annually publish on their website a detailed report listing the number of nonhuman primates, broken down by species, that were placed in certified sanctuaries during the previous year, along with the names of those sanctuaries.
