This bill establishes a new distinctive license plate in New York state to honor recipients of the Girl Scout Gold Award, which is the highest achievement in Girl Scouting. The plate will be available to any state resident who requests it, with design approval from the Commissioner of Motor Vehicles in consultation with the Girl Scouts of the United States of America. To obtain the plate, applicants must submit an application to the commissioner and pay the standard vehicle registration fee plus a one-time initial service charge of $25. Before the plates can be produced and issued, the Girl Scouts must either provide a $6,000 surety bond or demonstrate at least 200 pre-orders. If fewer than 200 plates are sold within two years of availability, the department can recover a proportional amount from the bond. The service charges collected will be deposited into a special fund for developing and marketing distinctive license plates. The bill will take effect immediately, with the actual plate program beginning 180 days after becoming law, allowing time for preparation and implementation.
