This resolution honors Luis Eduardo Rumbaut, a Cuban-born lawyer and community leader who made significant contributions to Washington, D.C.'s Latino community. Born in Havana and settling in D.C. in 1972, Rumbaut earned a law degree from Antioch Law School and was a founding director of Ayuda, an organization providing legal and social services to low-income immigrants. He worked for two decades in the D.C. Office of Corporation Counsel, rising to Director of the Civil Branch Enforcement Division, and after retirement, led the Latin American Folk Institute. Rumbaut was also a musician who performed Latin music in local neighborhoods and founded "La Alborada," a bilingual online newsletter covering Latin American news. Throughout his career, he was recognized for his outstanding service to Spanish-speaking communities and received multiple public service awards. The resolution, passed by the D.C. Council, formally recognizes and remembers Rumbaut's life, achievements, and lasting impact on the community, acknowledging him as a beloved father, brother, and friend who made significant contributions to Washington, D.C.
