This bill authorizes the town of North Attleborough to establish a means-tested property tax exemption specifically for senior citizens who meet certain eligibility criteria. Qualifying seniors must own and occupy a residential property in North Attleborough, have lived in the town for at least 10 consecutive years, and meet specific income thresholds (initially $70,000 for a single applicant, $80,000 for head of household, and $90,000 for joint applicants). To be eligible, applicants must be at or near retirement age (67 for single applicants, 62 for joint applicants) and cannot participate in the existing Senior Tax Work-Off Program. The Town Council will annually set the exemption amount, which will be allocated proportionally among residential taxpayers, and no more than 500 exemptions will be granted per fiscal year on a first-come, first-served basis. The exemption will initially be valid for three years and can be reauthorized by the Town Council in subsequent three-year intervals. Applicants must apply annually before September 1, and the Board of Assessors can deny applications if the applicant has excessive assets. The exemption will only be granted after the Department of Revenue certifies that the total exemption amount can be raised through a burden shift within the residential tax levy.
