This bill aims to improve quality reporting for Accountable Care Organizations (ACOs) in the Medicare Shared Savings Program by introducing two key provisions. First, the bill ensures that through 2029, ACOs will have multiple options for reporting quality measures, including electronic clinical quality measures, MIPS (Merit-based Incentive Payment System) clinical quality measures, and specific Medicare Clinical Quality Measures. Additionally, the bill provides flexibility in data reporting by allowing ACOs to exclude data from participants who are unable to collect information through the chosen collection type, without automatically being deemed non-compliant. The second major provision establishes a pilot program from 2028 to 2032 where selected ACOs can voluntarily report quality measures using digital quality measure collection types. Participating ACOs will report two specified measures through a digital collection type, will not be required to report other measures, and their pilot data will not be used to evaluate their quality performance standards or scores. By December 31, 2032, the Secretary of Health and Human Services must publicly share an analysis of the pilot program, recommendations for increasing digital measure submissions, and a proposed timeline for future digital reporting requirements.
