This bill creates the State Government Efficiency Commission, a new seven-member body designed to review and improve state government services. The commission will consist of three members of the House of Representatives, three members of the Senate, and the director of budget and management (or a designated representative). Its primary responsibilities include identifying instances of duplication, overlap, or fragmentation across state departments and agencies, recommending methods to eliminate or improve services, and estimating potential cost savings. The commission is required to prepare and submit an annual report to the General Assembly by March 1st, which must include its findings and recommendations approved by a majority of its members. Legislative members will serve terms concurrent with their terms in the General Assembly, and while they will not receive compensation, they will be reimbursed for actual and necessary expenses. The bill amends existing law to require department directors to cooperate with the commission and help eliminate overlapping functions. Importantly, any action by the commission will require at least four members' affirmative votes, and members can be removed at the will of their appointing authority, with vacancies filled in the same manner as original appointments.
