Bill Summary
AN ACT IN THE COUNCIL OF THE DISTRICT OF COLUMBIA To amend, on a temporary basis, An Act To create a Department of Corrections in the District of Columbia and the Corrections Oversight Improvement Omnibus Amendment Act of 2022 to designate the Department of Corrections as the District agency to provide a free appropriate public education under the Individuals with Disabilities Education Act and District law to certain individuals in its custody and detained in its secure facilities.
AI Summary
This bill amends two existing laws to require the Department of Corrections in Washington, D.C. to provide a free appropriate public education (FAPE) to individuals with disabilities who are in its custody and detained in secure facilities during school years 2024-2025 and 2025-2026. Specifically, the bill mandates that the department offer educational services to individuals with disabilities from age 18 through the end of their eligibility under the Individuals with Disabilities Education Act (IDEA) and District law. The IDEA is a federal law that ensures students with disabilities receive specialized educational services tailored to their unique needs. By adding this requirement, the bill aims to support educational opportunities for young adults with disabilities who are in the custody of the Department of Corrections. The act is temporary, set to expire 225 days after taking effect, and will require approval by the Mayor and congressional review, which is standard for District of Columbia legislation.
