This bill establishes the Michigan National Guard Child Care Assistance Program within the Department of Military and Veterans Affairs to provide financial support for child care to eligible National Guard members. An "eligible member" is defined as an active-duty National Guard member who is not absent without leave or under military justice charges, with additional criteria set by the Adjutant General. The program allows eligible members, specifically single parents or those whose spouse is also a National Guard member, to apply for a child care stipend. The amount of assistance will be determined annually by the Adjutant General and will cover up to 12 hours of child care per day during weekend drills and annual training, with a maximum of 39 days of assistance per year. The program will be funded through the Michigan National Guard Member Benefit Fund, and assistance will only be provided if sufficient funds are available. The bill is contingent on the passage of two related House Bills (HB 4958 and HB 4962), which means it will not take effect unless those companion bills are also enacted into law.
