AI Summary
This bill amends Michigan's public utilities law to require the Michigan Public Service Commission to conduct reviews of electric utilities' distribution grid investment and maintenance plans as a contested case proceeding, following specific administrative procedures. The bill makes a minor technical change by adding a new subsection (15) that mandates that any review of an electric utility's investment and maintenance distribution plans must be conducted as a contested case under the Administrative Procedures Act, which means the review will follow formal hearing procedures that allow parties to present evidence, cross-examine witnesses, and make arguments. This change provides a more structured and transparent process for evaluating electric utilities' grid planning and maintenance strategies. The bill also makes some technical corrections to renumber subsequent subsections and maintains existing provisions related to utility rate cases, energy waste reduction, and other utility regulation mechanisms. The overall intent appears to be to enhance oversight and procedural fairness in how electric utility distribution grid plans are reviewed and approved by the state regulatory commission.
