AI Summary

This bill amends Michigan's public utility regulations by adding a key provision that prohibits electric utilities from including service outage credits in future rate increase applications. Specifically, the bill adds a new subsection (15) to the existing law that explicitly states an electric utility cannot incorporate any credit issued under the act into a subsequent rate increase request. This prevents utilities from effectively "clawing back" credits they were required to provide to customers during service interruptions by recouping those amounts in future rate cases. The amendment is part of the broader Michigan Public Service Commission's regulatory framework for utilities, which governs how electric utilities can adjust their rates, file rate cases, and interact with customers. By preventing utilities from recovering service outage credits through future rate increases, the bill aims to ensure that such credits represent a genuine compensation to customers for service disruptions rather than a temporary financial adjustment that can be later reversed.
