This bill amends the Recodified Tax Increment Financing Act to expand and clarify provisions related to water resource improvement authorities. The bill broadens the definition of "water resource improvement" to include additional activities such as green stormwater infrastructure, natural shoreline protection, ecological assessments, seawall replacement, lake management planning, native plant inventory, riparian assessments, water quality monitoring, boat wash stations, and community events. It also extends the definition of "water resource improvement district" to include inland river systems, in addition to existing provisions for inland lakes and Great Lake harbors. The bill modifies language regarding the creation and operation of these authorities, allowing municipalities to establish water resource improvement authorities with expanded purposes, including improving water resource access to inland lakes and river systems. The board of such an authority is granted broader powers, including planning, studying, and implementing water resource improvements, acquiring and developing property, and collaborating with various state departments. The bill updates terminology, such as changing "department of environmental quality" to "department of environment, Great Lakes, and energy," and makes numerous technical language adjustments to clarify and expand the scope of water resource improvement initiatives.
