This bill amends the Social Welfare Act to add requirements for landlords participating in the department's rent vendoring program (a government assistance program that helps pay rent). The bill requires landlords to certify that their rental units are safe and habitable, including being free from conditions that could spread communicable diseases and not being dangerous due to issues with drainage, plumbing, lighting, ventilation, or heating. If a landlord violates housing codes or becomes delinquent on property taxes, the department can terminate their participation in the rent vendoring program. Importantly, the bill also prohibits landlords from evicting tenants solely because of such program termination, and allows tenants to sue for damages if they are improperly evicted. Additionally, the bill requires the department to make available and easily accessible a standardized form containing a summary of tenant rights within 60 days of the state court administrative office creating such a form. This new provision aims to improve transparency and help tenants understand their legal protections when renting.
