AI Summary

This bill modifies the existing law regarding the movable bridge fund in Michigan, making several key changes to how publicly owned movable bridges are managed and funded. The bill clarifies that the movable bridge fund will remain in the state treasury, with money not lapsing to the general fund, and the department of transportation will serve as the fund's administrator for auditing purposes. The bill allows the department to contract with agencies that have jurisdiction over movable bridges, requiring contractors to maintain specified insurance. Bridge-owning agencies must submit annual operational procedures and costs to the department, which will then develop procedures and estimates for operational costs and distribute funds accordingly. Notably, the bill adds provisions that, until December 31, 2030, allow the department to use remaining funds in the movable bridge fund to cover local federal bridge load analysis, inspection, or other mandates if no other funding source is available. If a bridge-owning agency declines a contract with the department, they will still receive the same funding they would have previously. The bill specifically defines "operational costs" to exclude routine maintenance, capital improvements, and emergency repairs, focusing instead on reasonable and customary operational expenses.
