This bill, known as the Cybersecurity in Agriculture Act of 2025, directs the Secretary of Agriculture to establish a program creating five Regional Agriculture Cybersecurity Centers through competitive grants to land-grant colleges and universities. These centers will conduct research, develop technologies, and provide education to protect agricultural systems from cybersecurity threats, with a specific focus on preventing cyberattacks from countries like China, North Korea, Russia, and Iran. The centers will have comprehensive responsibilities including developing cybersecurity monitoring systems, creating security operation centers, designing specialized cybersecurity tools for agriculture (such as intrusion detection systems and secure network architectures), building cybersecurity testbeds, conducting attack/defense exercises, and developing training programs for agricultural stakeholders. Eligible institutions must have programs in food and agricultural sciences and cybersecurity, and must coordinate with regional industry partners and government authorities to strengthen agricultural system security and develop a skilled cybersecurity workforce. The bill authorizes $25 million in funding annually from fiscal years 2026 through 2030 to support these centers, which will be part of a national network with one center designated to coordinate overall activities.
