This bill directs the Attorney General to establish a national working group called the "United States Working Group on Children in Imminent Danger of Sexual Abuse and Exploitation" to study strategies for identifying and rescuing children from sexual exploitation. The working group will be composed of representatives from various federal agencies, law enforcement, and nonprofit organizations, and will be tasked with developing comprehensive estimates and recommendations related to child sexual abuse material (CSAM) and child sexual exploitation. Specifically, the group will estimate the number of individuals suspected of child sexual abuse, develop recommendations for funding and resources to help law enforcement identify and protect child victims, analyze reasons why child sexual abuse investigations often do not proceed, and create guidance for investigating and prioritizing child exploitation cases. The working group will produce a detailed report for key congressional committees within a specified timeframe, documenting their findings, conclusions, and legislative recommendations. Members will serve without pay and include experts from agencies like the FBI, Homeland Security, and the National Center for Missing and Exploited Children, with the goal of developing proactive, victim-centric strategies to combat child sexual exploitation. The working group will automatically terminate 120 days after submitting its report, though the Attorney General may choose to reconvene it if deemed necessary.
