This bill, called the "Mental Health Services for Students Act of 2025," aims to amend the Public Health Service Act to establish comprehensive school-based mental health services for children and adolescents. The bill would authorize the Secretary of Health and Human Services, in consultation with the Secretary of Education, to provide grants to eligible partnerships between educational agencies and community-based mental health providers to implement programs that address trauma, mental health disorders, and suicide risk. These programs must be developmentally, linguistically, and culturally appropriate, trauma-informed, and incorporate positive behavioral interventions. The grants would support activities such as building awareness about trauma, training staff to identify mental health risks, facilitating community partnerships, and creating mechanisms for reporting potential violence. Eligible partnerships would receive up to $2,000,000 in grants for each of the first five fiscal years, with $300,000,000 authorized for appropriation in fiscal years 2027 and 2028. The bill also requires recipients to submit annual reports evaluating their program's effectiveness and mandates that the Assistant Secretary submit an annual report to Congress on the overall results of these mental health programs.
