This bill modifies existing Michigan law regarding the administration of epinephrine, expanding the definition of an "epinephrine delivery system" to include not just auto-injectors, but also inhalers and nasal sprays. The bill broadens the types of authorized entities that can acquire and stock epinephrine, including schools, businesses with potential allergen exposure (like recreation camps, sports leagues, and religious institutions), and emergency service providers. The legislation allows trained employees or agents to provide or administer epinephrine to individuals believed to be experiencing anaphylaxis, even without a prior prescription or allergy diagnosis. The bill requires employees who may use epinephrine to complete initial and recurring training programs on recognizing severe allergic reactions and proper administration techniques. It also provides legal protections for authorized entities, their employees, and training organizations, shielding them from civil liability when acting in good faith and following the specified guidelines. Additionally, the bill allows for remote authorization of epinephrine use by healthcare providers and mandates reporting of incidents involving epinephrine administration to the state department. The bill will only take effect if several related House Bills are also enacted into law.
