AI Summary

This bill establishes a comprehensive licensing and regulatory framework for firearms dealers in Michigan, requiring them to obtain a state license in addition to their federal firearms license. Dealers must pay an initial fee of $250 and renew annually for $200, and they must meet several requirements including verifying that employees are at least 21 years old, eligible to possess firearms, and without a criminal history related to violence or firearms offenses. The bill mandates extensive security measures for firearms businesses, including secure storage of firearms and ammunition, installation of security alarm systems, comprehensive video surveillance with specific technical requirements, and continuous monitoring. Dealers must also complete an annual training course covering topics like firearm safety, recognizing potential illegal purchases, and preventing theft. The legislation prohibits dealers from selling firearms to individuals who appear intoxicated, seem to be purchasing for someone else who cannot legally buy a firearm, or outside of normal business hours. Dealers must conduct annual inventory reconciliation, perform criminal background checks on employees, and report lost or stolen firearms to law enforcement within 24 hours. The Department of Licensing and Regulatory Affairs will oversee the licensing process and can deny, suspend, or revoke licenses for violations. The bill aims to enhance firearm sales accountability and reduce potential misuse of firearms through these comprehensive regulatory measures.
