This bill establishes an Electric School Bus Infrastructure Investment Pilot Program administered by the state department of economic development. The program will award grants to two school districts in each of New York's economic development regions through a competitive process. These grants can be used to offset costs associated with planning and building clean energy micro-grids necessary for electric bus infrastructure, including engineering studies, land use assessments, and other related expenses. The New York Energy Research and Development Authority (NYSERDA) will contribute $20 million from ratepayer-collected funds to support the program, with the goal of producing clean energy charging infrastructure that reduces long-term operating expenses and supports the state's clean energy and emissions reduction objectives. The pilot program will run for five years, from April 1, 2026, to April 1, 2031, with NYSERDA and the department required to develop implementing rules and regulations by June 15, 2026. The bill includes a $20 million appropriation to fund the program and allows for preparatory rule-making to begin immediately.
