This bill amends Pennsylvania's firearm sale and transfer regulations by updating the application/record of sale process for licensed firearms dealers. The bill introduces a dual reporting system where dealers can complete sales records either through a paper form (for those conducting 20 or fewer sales per year) or electronically (for larger dealers). The application/record of sale must still include detailed information about the buyer and firearm, such as name, address, Social Security number, and firearm specifications. The bill maintains the existing requirement to verify the buyer is the actual purchaser and not buying the firearm on behalf of another person, with an exception for gifts to specific family members who are legally eligible to own firearms. Starting in 2027, the Pennsylvania State Police will annually review each dealer's transactions to determine their reporting method, and dealers will be notified of their exemption status by April 1st each year. The bill also specifies that information from background checks cannot be retained by the State Police unless it reveals a criminal history that prohibits firearm possession. The changes will take effect on April 1, 2026, or immediately, whichever is later.
