This bill modifies Florida's existing law on objective parole guidelines by updating how parole decisions are made. The bill requires the parole commission to develop guidelines that consider an inmate's participation in vocational, educational, and self-improvement programs when determining parole eligibility. Importantly, the commission is now instructed to not aggravate or aggregate consecutive sentences when establishing a presumptive parole release date, and factors used in calculating the salient factor score may (rather than must) be considered as aggravating circumstances. The bill also mandates that the commission conduct an annual review of its parole guidelines using statistical analysis, and requires that this analysis be formally shared with the President of the Senate and the Speaker of the House of Representatives upon completion.
