Bill Summary

AN ACT IN THE COUNCIL OF THE DISTRICT OF COLUMBIA To amend, on an emergency basis, the Housing Production Trust Fund Act of 1988 to insert net zero energy requirements for residential and mixed-use construction projects receiving assistance from the Housing Production Trust Fund; to amend the Clean Energy DC Building Code Amendment Act of 2022 to require periodic reporting on the development of universal net zero energy building code regulations that will apply to residential and mixed-use construction; and to amend the Green Building Act of 2006 to remove those net zero energy compliance provisions inserted by the Greener Government Buildings Amendment Act of 2022 that apply to residential and mixed-use projects and add a requirement for adding renewable energy systems when half or more of a rooftop is being replaced for residential projects.

AI Summary

This bill introduces several key provisions to support green housing and energy efficiency in Washington, D.C. For housing projects receiving funds from the Housing Production Trust Fund, the bill now requires new construction to obtain Enterprise Green Communities Certification Plus and be all-electric, meaning no combustion equipment will be used except for emergency backup power. The bill also mandates that the Department of Buildings submit periodic reports (every six months starting March 1, 2026) detailing progress toward developing net zero energy building regulations, including discussions of challenges and potential legislative changes. Additionally, the bill modifies the Green Building Act to require developers to incorporate rooftop renewable energy systems during roof replacements of 50% or more, with exceptions for situations where solar installation is not feasible due to factors like inadequate solar access, existing mechanical equipment, structural constraints, or other regulatory conditions. The bill is an emergency act, meaning it will remain in effect for up to 90 days, and aims to advance the district's goals of reducing energy waste and greenhouse gas emissions in residential and mixed-use construction projects.
