This bill amends the Illinois Emergency Management Agency Act to establish a new funding mechanism for two critical emergency response organizations: the Mutual Aid Box Alarm System (MABAS, which supports firefighting and emergency services) and the Illinois Law Enforcement Alarm System (ILEAS, which supports law enforcement mutual aid). Starting July 1, 2026, the Illinois Emergency Management Agency and Office of Homeland Security (IEMA-OHS) will be required to annually determine the necessary funding to help emergency responders better coordinate personnel and equipment during all-hazard emergencies. By January 1, 2027, IEMA-OHS must develop a formula for distributing this funding in consultation with MABAS and ILEAS. The bill also includes a continuing appropriation provision, which means funding will be automatically available, though the amount could be reduced if the state receives federal grants specifically designated for these organizations. Additionally, the bill updates some definitions in the existing law, including modifying the definition of "Illinois Emergency Management Agency" to include the Office of Homeland Security. The legislation becomes effective immediately upon becoming law.
