This bill amends the District of Columbia's existing law to allow certain retail establishments and restaurants to refuse cash payments under specific conditions. Specifically, establishments with a valid on-premises Class C or Class D retailer license, or restaurants that operate 24 hours a day or are open at 3:00 am at least twice a week, can now choose not to accept cash payments. To do so, they must display a written, conspicuous notice on the door of the establishment or on the menu stating that cash payments are not accepted. The bill will take effect on October 18, 2025, and will remain in effect for up to 90 days as an emergency act, which means it can be quickly implemented to address an urgent need without going through the full standard legislative process. This change provides more flexibility for certain businesses in their payment acceptance policies while requiring transparent communication with customers about their payment methods.
