Bill Summary
AN ACT IN THE COUNCIL OF THE DISTRICT OF COLUMBIA To amend, on a temporary basis, the Office of District Waterways Management Establishment Act of 2022 to make the process for Mayoral appointment of members of the District Waterways Advisory Commission consistent with that of similar commissions, to add the Department of Parks and Recreation as an ex-officio non-voting member of the District Waterways Advisory Commission, to adjust the District Waterways Advisory Commission meeting schedule to allow sufficient time for engagement with stakeholders and the District Waterways Advisory Commission in development of the Advisory Plan, and to provide the District Waterways Advisory Commission with authority to determine whether the Advisory Plan needs to be updated and extend the update period to at least every 3 years; and to amend the Confirmation Act of 1978 to make a conforming amendment.
AI Summary
This bill amends the Office of District Waterways Management Establishment Act of 2022 to make several key changes to the District Waterways Advisory Commission. The bill adjusts the Mayoral appointment process to align with other similar commissions by updating a reference to the Confirmation Act. It adds the Department of Parks and Recreation as an ex-officio non-voting member of the commission. The meeting schedule is modified from monthly to once every two months, and the timeframe for developing the Advisory Plan is extended from one to two years. The bill also grants the commission more flexibility in updating the Advisory Plan, allowing them to determine when updates are necessary and mandating updates at least every three years. Additionally, the bill streamlines the public comment and adoption process for the Advisory Plan by removing specific timing requirements and giving the commission more discretion in finalizing and publishing the plan. The amendments are temporary and will apply from October 18, 2025, and will expire 225 days after taking effect, which is a common approach for temporary legislative changes in the District of Columbia.
