This bill modifies the District of Columbia's marriage license issuance procedures to allow the Mayor to issue marriage licenses and authorize temporary marriage officiants during a federal government shutdown when the Clerk of the Superior Court is unable to issue licenses. Specifically, the bill expands language throughout existing law to include the Mayor as an authorized official who can issue marriage licenses, create marriage license forms, maintain marriage license records, and track marriage license certificates. The Mayor would be required to keep accurate copies of licenses, maintain record books with party and officiant information, and transmit copies of licenses to the Superior Court Clerk within 5 business days. This emergency amendment is time-limited and would only apply during periods of total or partial federal government shutdown, ensuring that couples can still legally marry during such disruptions. The act will remain in effect for up to 90 days and will take effect upon mayoral approval or Council veto override.
