AI Summary
This bill aims to improve educational continuity and support for students in the care of the District of Columbia (D.C.), such as those in foster care, juvenile justice, or other agency placements. The legislation introduces comprehensive provisions to ensure smooth educational transitions, including requiring local education agencies (LEAs) to quickly enroll students in appropriate educational settings within two days of transfer, establish transition plans at least 30 days before placement changes, and designate points of contact to facilitate record transfers and course credit evaluations. The bill mandates the Office of the State Superintendent of Education (OSSE) to develop a uniform course catalogue, create standardized transcript evaluation procedures, and establish flexible graduation options that account for students' unique circumstances. Additionally, the bill requires OSSE to monitor educational programs, including out-of-state placements, and the Students in the Care of D.C. Coordinating Committee to report annually on the implementation and impact of these educational support measures. Key goals include ensuring students can continue making academic progress, receive appropriate special education services, and have a clear pathway to graduation, regardless of their placement or agency supervision.
