The population data reporting requirements override existing juvenile confidentiality laws, and the recidivism metrics will track the percentage of youth who have new delinquency matters or face prosecutorial action within three years of their rehabilitation commitment. The bill aims to increase transparency, monitor youth detention conditions, and develop strategies to reduce youth incarceration and improve rehabilitation outcomes.
